The Indianapolis Metropolitan Development Commission voted 6–0 to impose an immediate moratorium on new data-center approvals through Dec. 31, 2027, completing the action after the City-County Council’s earlier 23–1 vote. Three already-approved projects are exempt. The city will use the pause to develop standards covering campus size, height, noise, environmental effects, water and electrical capacity.
Why it matters: This has moved beyond neighborhood opposition into economic-development policy. Indiana simultaneously wants AI investment and must confront the infrastructure externalities that accompany it. The interesting distinction for IN AI is becoming sharper: AI adoption and AI infrastructure are not the same economic-development strategy. Indiana can become an unusually strong AI user economy without indiscriminately subsidizing every compute project.
